This issue is very common if you are modeling your first character in Blender and you want to animate it with Armature and Rig.

If your rigged character's Hair particle system doesn't follow the movement. Worry No More.

Blender Hair Particle not Moving Solution:

Before moving onto solution first of all make sure that you are parenting the armature to character by (Ctrl+P) with your mess selected and Armature as an active object with automatic weights. Because first make sure you are rigging the character right.

Well the Solution is very simple to fix the Problem of Hair Particle system not working in Pose Mode or Particle system do not follow the mesh in Blender

Step 1:
Select the Mesh You have applied Hair Particle System to.

Step 2:
Go to Modifiers Tab and Make Sure Armature Modifier is above other modifiers.
(The armature modifier needs to be higher on the modifier stack than the particle system).

Step 3:
If You don't know how to move the modifiers up and down.
(You can use the arrows next to the 'X' symbol in modifiers tab to move the modifiers Up and Down.)

Why Hair Particle System Doesn't Follow the Rig:

Let me explain it to you why this issue comes to most artist. Usually most articles follow the same work flow. Like we first model a character then its hairs then we add armature to it or rigg it in order to animate it. So The Steps we follow which also make sense results in placing the Particle system modifier on the Top and Armature Modifier at the bottom. Which You will have to Manually Fix as i mentioned above how to Fix rigged character's hair/particle system doesn't follow the movement.

In Blender Modifiers Work with the Pattern of Position like Top to Bottom. So Whenever you are adding any modifier or multiple ones please make sure you place them right at positions.
